Fine column, as usual. A worthy goal that is easier said than done. Cities have been designed to require long commute times, thus making it more difficult to find time to associate with neighbors. Declining religious activity eliminated the most powerful vehicle for getting to know neighbors. The social safety net has reduced the need for neighbors. The mobile society diminishes the capacity for long-term relationships. And central air conditioning has reduced the outside encounters that used to form the basis for neighborly relationships.
